Data Security under GDPR and KVKK: Turn Principles into Controls

Data security work begins by understanding what personal data a system holds, why it is processed and which people or services can access it. GDPR and Türkiye's KVKK are separate legal frameworks; applicability and required actions depend on the organization and processing context. A technical checklist cannot decide those legal questions for you.

Map data and access

Inventory the data types, systems, integrations, backups and retention paths. Identify who can read, change, export or delete each category. Remove shared accounts where practical and review privileged access after role changes. Limit collection and retention to what the documented business purpose requires.

Apply layered safeguards

Use encryption for data in transit and at rest where appropriate, but also protect keys and administrator access. Keep audit logs for sensitive operations, protect them from routine alteration and review unusual access. Patch internet-facing services and test the backup restoration process. Pseudonymization can reduce exposure in analytics or development copies, but it does not automatically make data anonymous.

The Turkish Personal Data Protection Authority's personal data security guide discusses technical and administrative measures. The European Commission summarizes GDPR's integrity and confidentiality principle in its data protection principles.

Prepare for incidents and evidence

Document who investigates a suspected disclosure, how affected systems are contained and where evidence is preserved. Keep contact paths available if normal email is compromised. Verify that deletion and retention procedures cover replicas and backups according to the organization's approved policy.

Have privacy counsel or the responsible data-protection lead assess jurisdiction, notices, deadlines and recordkeeping. Security controls support compliance; they do not establish it by themselves.
